EPIFANIA Q. NAVARRO-MENDOZA

Senior Partner

Epifania (Atty. Rose) Q. Navarro-Mendoza, has one of the most creative minds in taxation. Combining her knowledge in accounting with law, she has created many novel tax solutions for clients starting from her stint with Joaquin Cunanan (Price Waterhouse) and Punongbayan & Araullo (then Ernst & Young International) wherein she was one of the pioneers in the Taxation Department. She was also formerly Head of Banking, Immigration, Corporate and Tax Services of top Law Firm in Makati.  Actively recruited then by top accounting (i.e., SGV) and law firm (i.e., Romulo Mabanta Sayoc & De los Angeles), she decided to enter the corporate world and thereafter practice on her own and established her own accounting and law firm. She is a lawyer and a CPA, a graduate of Ateneo Law School Class of 1980 where she was a Dean’s Scholar, an award normally awarded only to the top 2 of the Batch. She earned her accounting degree from the University of Baguio where she graduated Cum Laude with Magna Cum Laude average, Top 1 in the Class and completed all academic units as a civil service scholar for Master in Public Administration at the University of the Philippines Manila. 

 

She has completed many certifications/programs in the past such as Institute of Corporate of Directors (ICD) and short executive programs.  She has attended and represented the Federacion International de Abogadas as officer of the organization in several international conventions. She was representative also for many Philippine Institute of CPAs tax committees. She has acted as corporate secretary/treasurer and independent director for various companies. She has been nominated as a candidate for Associate Justice of the Supreme Court. 

  

She is a Bar topnotcher placing 9th in the 1980 Bar examination and she topped likewise the Nationwide Revenue Examiners Basic Training Course for BIR and landed 1st place in the final CPA pre-board examination of PSBA Review School.  She was formerly professor of various universities in Metro Manila and reviewer in taxation and contributor in the Business World column Tax Wise or Otherwise. She also worked as technical assistant to then Deputy Commissioner Romulo Villa of the BIR wherein some of her batchmates in the BIR and/or classmates in Law School viz Sixto Esquivias, Lilian Hefti, and Rene Banez became commissioners. She, Atty. Ed, the lawyers, and the CPAs in the Tax Team are responsible for devising creative, meritorious, and novel solutions against undue imposition of taxes to clients. She is the Co-Founder and Senior Partner of the Firm.
